Can't remove a program from "Add and Remove Programs"?

Ok, I have a program called "Advertismen" in Add %26 remove, usually i find programs that are obviously pop-ups. This one is different, smart even. When i choose "change/remove" it says "The system should be restarted to complete uninstall" then with the yes/no option. So I click yes, but when I return to the "Add and Remove Programs" it is still there. So I try to hunt it down, searching C:/ etc. Although it obviously uses different wording/random wording because I can't find "Advertismen". So - I went through all files I decided might be the source, deleting them but no avail. So I tried using anti-spyware, anti-virus and any other free anti software I could get my hands on ... Still there though.

In conclusion - anyone know of any free software that will be able to identify it through "Add and Remove Programs"? Due to the fact I can't find it's source.

Ad-Aware : http://www.download.com/Ad-Aware-2007-Fr...

Both are anti-adware and spyware programs. Your program sounds like it could be one of these. Ad-Aware is the easiest to use, so I would suggest trying it out first.
